Reform

After the long period of arguments between The Federalists and The Anti-Federalists, a compromise was eventually reached.  The Bill of Rights would be created and used along with The Constitution to reform the government.

Neither side was going to be completely satisfied with the outcome, but it was obvious that there needed to be some form of a compromise

The Federalists wanted a national government that would bring unity to all the states
